WIOA Funding Approval: What to Check Before You Apply

The Workforce Innovation and Opportunity Act (WOIA) is a federal program to help Americans get needed training and education to access employment and succeed in the labor market. WIOA funding can help cover the cost of career training programs for eligible job-seekers.

1. Verify Eligibility and Priority Status

To be eligible for WIOA assistance, you must be over 18 years of age and authorized to work in the United States. WOIA offers priority consideration to:

  • Veterans and eligible spouses
  • Spouses of Armed Forces members who are unemployed due to a permanent change in duty station
  • Individuals or families with income below the poverty line
  • Individuals who are eligible or who have family members eligible for public assistance, including unemployment insurance
  • English language learners, or individuals who struggle with literacy

People who have lost their jobs due to layoffs, industry changes or other circumstances may also be eligible for WOIA assistance.

2. Confirm the Training Program Is Approved

If eligible, you can seek WIOA funding to cover the cost of certain training programs. To qualify, the program must appear on the Eligible Training Provider List (ETPL), and training should lead to an industry-recognized credential.

Once you’ve identified a program, you’ll meet with a workforce advisor at your local American Job Center to confirm program approval and start the application.

3. Prepare Required Documentation

Your workforce advisor can help you prepare the necessary paperwork to apply for WIOA assistance. Check on deadlines to make sure you file paperwork on time.  You may need to submit everything well in advance of the start date for your training program.

Do not begin a program before your funding is approved, as you cannot apply WIOA funding to training you have already received.

You’ll need to provide documentation to verify your identity and WOIA eligibility, including:

  • Government ID or driver’s license
  • Social Security card
  • Income verification or public assistance records
  • Proof of unemployment or layoff (if applicable)

4. Research Local Job Demand

The goal of WIOA assistance is to position you for employment with sustainable wages after you complete training. Workforce advisors may need to confirm that there are jobs in your area that require the training you’re seeking. If not, they can advise you on alternate options.

You may also need to show evidence of actively seeking jobs and that training would improve your chances of getting hired.

5. Understand WIOA Funding Limitations

WIOA assistance is not guaranteed for everyone who applies. Priority is given to people most in need of training, so past job experience, degrees or certifications may affect eligibility.

WIOA benefits are typically a one-time opportunity. If you’ve received WIOA assistance in the past, you will likely not be eligible for more funding.
